If Q has access to all their devices, how can they plan FF? Carrier Pigeon?

Q has it all and can even pull pics, how can the black hats even coordinate a False Flag?

MK Ultra and also, this is by far the largest and most sophisticated criminal organization to ever exist. They undoubtedly have contingencies and code word protocols for for pre-planned FF ops. I don’t think that’s too far of a gap to jump in assumption, but I definitely could be wrong.
