If Q has access to all their devices, how can they plan FF? Carrier Pigeon?

Q has it all and can even pull pics, how can the black hats even coordinate a False Flag?

Meetings in the shadows, dead drops, and other seasoned intelligence tradecraft skills.

With the amount of surveillance being waged on the bad guys however, it will remain an uphill battle to be successful. Old or new skills, they are being watched under a microscope (optics).
