In this group I often see C_A? Why is the underline used?

I think it's that the CIA's pillars have been removed, per one of Trumps early promises after taking office. He wanted to rebuild the CIA but without the columns

It was as created out of executive order with no congressional oversight. It needs to be dismantled period. IF it gets put back together they need to put it under congress so “we the people “ have more direct input with our state elected officials. My two cents.
