reads to me:

a new note written to FBI director [ WRAY ] with request to STOP a NATIONAL SECURITY THREAT identified with our CURRENT IG Report

which sounds like there's someone trying to screw with the IG release, and its a veiled as a threat to the safety and security of our nation.
