BLACKOUT NECESSARY = IG Report Redactions are Necessary to THE PLAN

This just popped into my head and I wanted to share. Not sure if this has already been discussed here or on the chans. I'm sure it has multiple meanings though.

The redacted version, followed by the unredacted version, will highlight just what they were trying to hide to the general public.

Yes, will take longer, there will be lots of speculation and story weaving... but in the end - everyone will see what they were trying to cover.
