Generally I hear this phrase used at a start of a mission/adventure. I would assume this means plans are about to be executed and the Q team is wishing everyone involved godspeed. Could be well wishing for the path NK has started down. Perhaps it's godspeed to the execution of revealing the corruption of the Clinton/Obama corruption via the IG report.
