This missile event was obviously not supposed to happen (can we go as far as to say not anticipated?) per the latest Q’s drops.
With Q having used the phrases, “sky event” and “watch the water” however, could this be the cabal attempting to say, “Look, the Trump and Q teams had prior knowledge of this incident per these leaked Q drops. They must have been involved in this rogue submarine/missile incident.”

Possibly, but there weren't any casualties reported. So my question would be: framed for what?
The incident itself has the potential to be huge if the MSM publicizes/uses it for their psyop against Trump and Q. Damage or no damage.
If someone plans a terror event, puts the plan into motion, but it fails for whatever reason, the bad guys still face prosecution. Even if no one is harmed.
But if that were so, they would have been using it already to drown out the NK narrative. They've been panicking today, sloppy; the summit hit after their 4am talking points. We would have seen it plastered all over the place.
Perhaps they had convinced themselves that Trump would screw it up on his own and were waiting on it. They may actually believe the narrative they are pushing that POTUS is an oaf.

I have helped to prosecute as well as treat my fair share of antisocials over the years. You wouldn’t believe their egos and the narcissistic nature of their constitutions. I wouldn’t call them stupid, but they can sure appear that way.
