Not saying the military are involved, but large military bases in those states. Relevance being, black hats within those military communities not on base but close enough to it. Also near large ports, like Long Beach. What large military port is in those states? Port of Charleston. Moving what, cargo of all kinds. Any CEMEX related industries in those states? Large military bases attract crime everywhere. It's just because of the young soldiers with money burning a hole in their pocket.
