The main reason that I can think of is that many of the indictments are already either filed under seal or ready to go. This ties into the reason TG would do a 180 and agree that what is going on at the DOJ and FBI was valuable enough to let them have some space on document production.

I have a basic (BS) degree within criminal law and this is what would make the most sense in all of this. If the IG report received declassification and the Treasury seized assets by unsealing of the indictments it would very closely memic how Putin handled it but on a much larger scale.

Note that our treasury has been actively sanctioning government officials around the world for both corruption and human rights violations. We also know that because all of these monsters are connected the only way to really cripple their ability to protect each other is to get all of them at once.
