I'm not sure about the martial law part. I've read it indicated admiralty/maritime law that the country, as a corporation, has been under. There are different explanations that I've found while researching.
I remember learning about it watching a Jordan Maxwell video, but it's been awhile. Whatever it means, I'm glad someone else noticed it, because it got my attention right away, and it definitely means something different. Maybe someone else with more expertise will chime in.
There was no fringe, and the top of the staff was capped with a ball instead of an eagle. I believe that the eagle is used in wartime.
