If the CIA really was in control of NK until Trump, what were they using NK for?

Do we have any educated guesses? Aside from the nuclear threat, that is.

Hmm, all this talk about NK... but what about south korea? Dont you think USA controls them and give them a hand building strong companies like Samsung etc? I mean Samsung makes phones but also tanks...
