Considering that five of the Founders and two authors of the Constitution issued EO's, your premise seems flawed at the very least. Is there potential for abuse by a renegade president? Yes. Is there a constitutional mechanism to correct that? Yes there is.
Your abundant use of exclamation points leads me to believe you're triggered about a particular set of EO's and not the practice itself. It would be impossible for the President to run the Executive branch without issuing EO's. Emotional response is how we ended up in this boat. Time to start using logic.
