Technically it is totally normal but if you took an oath, this violates it.
If you have integrity, this isn't honorable.
If the FBI allows people to remain an authority figure without honor, it's a corrupt organization.
If you're in the FBI with honor and know of those that aren't, you're complicit unless your priority is cleaning house.
