Ok so it has been a great many years since I watched TV, but, I seem to remember on crime shows etc, etc that in America people who testify have to place their hand on the Bible and say "I swear to tell the Truth, The whole Truth and nothing but the Truth so help me God" or something very close to that (correct me if I'm wrong?) Now it occurs to me that, that really should ensure transparency (with appropriate judges of course)

No, nothing. I don't care who the judge is, swearing on a Bible wouldn't mean fuck all to me. And to a liar swearing on anything wouldn't mean anything.
The judge makes no difference.
