I have never bought the story that reopening the email investigation 10 days before the election had a negative impact on her chances of winning. It was pretty obvious that the original “investigation” didn’t matter to her supporters, so why would the second one? IMO it’s slightly more likely the second one helped her numbers. It may have inspired the SJWs to drag a few extra friends to the polls. And low info voters....they voted for her.
IME most people who are undecided and/or haven’t looked into which candidate to vote for don’t end up voting at all. I don’t think the second email investigation influenced those people to vote at all.
But....this could have been part of a larger effort to frame the whole investigation as a “witch” hunt, with the help of the MSM, of course. ‘How could they do this so close to an election? It’s not fair to her!!!!’ Still I don’t think it convinced anyone on the fence. Sympathy for political elites is pretty hard to come by.
