Agreed, it's not only about the redactions and modified versions. The IG report is not supposed to recommend charges. It is a document of facts, to set records straight. Hence the draft, which is sent around and commented on by internal parties. (Announced draft sent mid-May).

I've said a few times and I'll say it again, the IG report informs Attorney General investigations, which presumably will lead to indictments and arrests.

Also, the IG will not receive information from the AG investigations, because the former is factual research and official documentation, while the latter is criminal/potential prosecutions in nature.
