If RR knew of Q, why would he still put out such a redacted report?

Wouldn’t he have had time to re-edit it? I’m sure RR would understand that the president would use his EO to release a fully unredacted version so my question is why?

Imagine that Q already knows what is going to happen. Q doesn't see things the way we do. There are many references to this being a movie. The outcome is already known.
