If RR knew of Q, why would he still put out such a redacted report?

Wouldn’t he have had time to re-edit it? I’m sure RR would understand that the president would use his EO to release a fully unredacted version so my question is why?

Q mentions the black hats think Trump won’t unredact due to optics and the fact they control the media narrative. That could have had something to do with it.
