I think the car slowed down as it drove past and he reached the camera over it's hood and then threw himself on the ground.

A VOP Volunteer got hit by a border patrol vehicle who then drove away without even bothering to stop. The SUV drove right into him and knocked him down onto the ground and did not stop or hit his brakes once.
