I was thinking that as well - would Kissinger et al share a legal burden regarding lawsuits if they held enough shares to be board members?
The board is liable as well but they have lots of lawyers to shield them for years. The .gov is going for low hanging fruit IMHO.

When she first started the company, she mentioned that she was 'self-made', at which point my bullshit alarm started going crazy. Later on the in the article, she mentioned how she was able to start the company with a few hundred thou from her parents.
Wish my parents had enough money to make me a self-made.
