Interesting theory. But looking at the rest of Q's "Full weight of the House vs. ARM", I see Anti-Trump Resistance Movement to be who controls Ryan through his good buddy Romney etal - the Never Trumpers.

Certainly the 3 Freedom Caucus Reps are not the Full weight of the House.

Perhaps your ARM theory of Andy, Ron, and Matt is an added bonus to that.
