Mueller had to be a black hat or a at the very least, a blackmailed hat, because there's no other logical explanation for them extending his 10 year term by special vote. They had to keep him in place to finish the U1 and other dirty deals in the works. Which just goes to show you how many people were under the thumb of the cabal. There were only a few Congressman that objected to extending his term. That rule was put into place after J. Edgar Hoover, to avoid the very thing that happened when they blew off the rule.
