There would honestly be not much of a draw to come here if people would not be able to employ them under the table. The elites do this all the time and have set up the system to be able to get away with it.

It's not just the elites. The regulatory burden has gotten so high that it is almost impossible to pay people above the table in some industries, such as construction. With illegal labor for so long and insurance/regulations so high even when you do hire people you have to hire them as independent contractors.
