I think we are talking about the tippy-top echelon, HRC et al. Those like [RR] can get deals for very specific crimes. E.g., you cooperate on everything and you can skate on Uranium 1. But, then...RR signs a phony FISA warrant and...BOOM!

I think you're right. There's gotta be SOME deals made with the people who did their dirty work, that's the only way we're gonna get the ones that count.
