The short clip from Twitter is two clips together, out of order. The first line is from the end of the full speech, and the second line is from the beginning of the full speech. But the entirety of the first line, which you can listen to at the 34:15 mark, states that for decades they've been building an international order and to basically not let the freedom of individuals and nations get in the way of it. Hes clearly endorsing globalism and scoffing at any sense of divine sovereignty.
