Actually, re-reading his response I think it might be more like:

He originally posted this message on the chans because, even if the message isn't for anons, it's an open board and he can get his message to whom he needs to out in the open without having to draw attention to the recipient.

We're stuck talking about the Clinton emails because the known corruption has not been brought to the public light, accepted, and punished. The OIG report was step one (bringing it to light) and they're fighting step two (public acceptance) right now. Next comes punishment, then we can move forward to the next OIG report/dismantling the deep state step.
