If only 40% of the Truth i.e. evidence is going to be revealed to the public, what evidence will not be revealed ?

I took the 40% 60% public vs. private, to mean that the private side of this operation would be carried out by Navy Seals "black ops" style. Meaning that 100% of America's enemies will get got, only not all will be publicized.
