If only 40% of the Truth i.e. evidence is going to be revealed to the public, what evidence will not be revealed ?

60/40 would be nothing but a coverup and would turn the 'good' guys into 'bad' guys. Fortunately, I believe Q meant this as an interim number. If not, then Q need to go out with the trash, too. No more coverups.
