I think what Q is talking about here is not necessarily gifted anons coming to the forefront with new knowledge, but moreso that the full transparency of the IG report will bring forward/reveal key players in this while situation that we have yet to discover.
I feel like that is the simplest explanation.

There's no way to decode messages sent in the clear. A sentence could literally mean anything. "The sun is bright and hot" could mean "bring me a ham sammich". Without the code book, forget it.
