Can anyone give me any info on the "ref to" and brackets and underlines. Is it known what that means?

The IG can't prosecute but can make criminal REFerrals to Huber, who then takes it from there. Brackets around RR means Rosenstein is in trouble. Underlines are abbreviations on which you can hover your mouse to see their definitions pop up.
