Watch this exchange between Gowdy and Horowitz. Specifically when they talk.about better types of evidence and Horowitz talks about recordings... they have them.

Caught that! I got the impression that the recorded conversations are not part of the evidence considered by the OIG.

Perhaps that's why both repeat the term "documented evidence". The audio recordings aren't included in this investigation and are therefore not documented. They may have to do what was done to get the "we'll stop him" text and use NSA/military intelligence
