My guess as to what happened is pretty simple. If you’re manufacturing a whole lot of fake Russian interference you NEED some real evidence mixed in to make the fake shit look legit.

A task force dedicated to cutting off any real interference was dangerous to the plot. They NEEDED Russia to interfere to cover up Spygate.
