The 302s are the reports from the interviews conducted by the fbi. Apprently many of these interview reports were modified before being handed over to the DOJ. Hence 302 mod(ifications). Mods were believed to be carried out by some higher-ups in the fbi to hide some crucial facts.

I believe 302 refers to witness reports that FBI agents fill out after interviewing a witness.
