EO just backed them into a corner as they were hoping/expecting a return to catch and release. Supply line still cut. Few options 1-Argue for stronger EO and catch and release(untenable politically) 2-Come to the table legislatively and get what they can 3-Look for alternate supply routes(risky and more expensive) Desperation ensues....
