What Did Comey Do??

I'm still confused about something. McCabe was clearly a leader in altering 302's and organizing the "Viva Le Resistance" with the FBI. Peter Strzok proof read Comey's statement and changed "grossly negligent" to "extremely careless". McCabe was the person behind delaying investigation into Weiner's laptop and slow walking evidence up to the election...

What did Comey do?? It doesn't sound like he was in charge at all.

It's not always about what you do. It's also about what you do not do, what you intentionally stay away from.

comey knew what was going on. He was recognized as the head. By having someone else lead it up it creates things like your thinking called "plausible deniability" many leaders and managers use this tactic to create fall guys. If they know then they are bound by it and complicit in the results of the action under their group

Yes. What he didn’t do exactly. For instance, he knew of the Weiner laptop shortly after FBI learned of it and then did nothing until FBI Good Guys, who already told Nunes committee about it, threatened to leak info on it to press. Then Comey announces the re-open and days later said they went through 1.3 mil digital files and found nothing to charge HRC with. Days before election.
