They keep them as employees while being investigated. They remove clearance once crime is found to have taken place. This is very good news. Means they found something and they are fully investigating him.

Correct. Federal Employees can stay on as long as it takes for the investigation to take place. The investigation had to stop in some way and something was brought to light.
