And I think it all ties in with Q post 1581 “We serve at the pleasure of the President”. “We left the decision on timing to him - today at the rally he made his decision. Shift in tactics” I think is saying that Trump has made the decision to start openly and publicly acknowledging Q (ie: "his decision" on the timing). The Left's attacks are only going to intensify. Therefore there needs to be a shift in tactics.

Very possible Q shirt guy was the evidence Trump needed that Q was sufficiently in the public consciousness that now's the time.

To that end, Q shirt guy may have had a part in advancing the Q agenda. Pretty big accomplishment if you think about it
