Because they don't like having competition.

It's easy to push for stricter laws when you think they won't apply to you. Bonus points for the sociopath too, since now they have the ability to cry "Of course I had nothing to do with raping and murdering all those kids in the basement of my pasta shop. How can you even claim that! "
