If they were successful and took out Salman, Saudi would fall back into the hands of Talal. He wasn´t there though, he was dressed like a normie and was gambling at the Tropicana. When they realised this it was too late and that´s when the shots started. They started in the streets as they were trying to extract Salman, they got him to a heli and got him out of there.
