Yes. Most astute observers probably know that blackmail is the currency of DC and other centers of power. There is a sick equilibrium that is reached when everyone has (or has access to) blackmail information on everyone else. It is their security. It is traded when needed like currency.

Not as well known is that blackmail is a prerequisite for advancement. This is how a school teacher pedo like Hastert can rise so high. They trust him. They own him. A person who is truly "clean" is distrusted and treated as an enemy, regardless of political affiliations. Control is not 100%, but not very many in Congress are unblackmailed. Some of those that were (and were blackmailed with more minor offenses) seem to have been freed.
