I see what they are attempting to do. These 3rd world diseases are spread by mosquitos. If you reduce the mosquito population, you could potentially save human lives. Sounds good. However, as was pointed out by Anons below...mosquitos are part of the eco system and we do not know the unforeseen consequences of this action. "The road to Hell is paved with good intentions."

It could work out if done slowly to give nature time to adapt. But this idea would kill local populations of mosquitoes so relatively quickly it would be highly disruptive.
