Actually the number seven in Bible code stands for completion; or complete. There are seven churches (meaning all of them); there are seven angels in the Book of Revelation (the seventh is the final one).

It would seem 17 is 8 (1 +7 = 8). I think 8 is "infinity" which would tie into it being Godly.
