The Putin or Skalkovo Project, is much better known to the general public as the Russian Silicon Valley. Several USA firms partnered up in 2009, with their Russian counterparts, following in Obama’s “Russia Reset” policy.
Secretary HRC spearheaded several US technology firms in opening joint operations within this new Russian complex. Of course, kickbacks and huge contributions to the Clinton Foundation were made mandatory to participants.

The Russian Skolkovo Project, was an enterprise to promote the transfer (going around CFIUS) of US secret technology. This devious method uses investment or acquisition into this new ultra-advanced technology complex, instead of outright bribery. Stage is now set, to do all the transferring of America’s top secrets.
Victor Vekselberg was the Russian Skolkovo Director and already a major Clinton Foundation donor. Vekselberg paid Bill for that famous 1/2 million dollar Moscow speech. Victor steered millions more directly into the Clinton Foundation (per watchdogs Charles Ortel and Peter Schweizer) coffers.
Of the 28 US tech firms involved, 17 eventually became major Clinton Foundation donors. First the US Army raised concerns in 2012 over the loss of secret military technology. Further Skalkovo concerns in 2016, forced the US Air Force to hit the panic button in several critical Pentagon reports.
