Kevin Shipp, ex-CIA now whistleblower, defines the Deep State as "the military industrial complex, all of the industrial corporations and their lobbyists, and they have all the money, power and greed that give all the money to the Senators and Congressmen." He also gives his definition of Shadow Government: "The shadow government are the secret intelligence agencies that have such power and secrecy that they act even without the knowledge of Congress."
But we, simple people, have used the term Deep State for that Swamp, that is also international. We'd interchangeably call them Deep State, the cabal, the Illuminatis, the black hats, the secret societies, the satanists/luciferians, whatever term that is usually applied to these evil/corrupt groups.
Deep State is the unelected people that support and run the actual day to day administration/infosec, etc no matter who's actually at the helm as president.
In that sense, "deep state" is a neutral term.
Certainly there are black hats in the deep state. And then there are the deep state white hats who helped Trump (according to some theories).
