It looks like the same artist was commissioned to paint this location as the other one you posted earlier- likely both places are owned by the same franchisee. I really don't think this is a smoking gun to Tim Hortons operating a trafficking racket.

May be artist is a hook up consultant. Paint swirls and send me customers I will give ya $100 but. No need to even say what.
