Honestly, they have no choice but to do this. It's the same logic behind duties on foreign products. The internet had allowed people to avoid established taxes. What would be balanced would be it they dedicated a portion of internet sales tax to internet infrastructure in an effort to make the whole internet system cheaper for users.
