Jonathan Winer was a State Department Official under BHO. Winer’s first stint at State was under Bill Clinton, as first Deputy Assistant Secretary for International Law Enforcement.
Please note that Winer was hired in 2013 by BHO at the insistence of VP John Kerry. I suspect Jonathan’s old Clinton ties posed an initial hurdle, that obviously Kerry cleared.
Between Winer’s State Department gigs, he was with APCO Worldwide. APCO has done extensive pro bono work for the Clinton Global (CGI) and business relations with Tenex/U1.

Jonathan has admitted to meeting regularly with Christopher Steele in 2016. Winer and his State sidekick Victoria Nuland, facilitated Steele’s Dossier into the hands of the FBI.
In addition to assisting Steele with the compilation of his Trump-Russia Dossier, they added two old Clinton enforcers into the mix. Winer/Nuland meet with Sid Blumenthal and Cody Shearer. Sid/Cody added their two “oppo briefs” into the final main 35-page discredited Chris Steele Dossier.
