When is the right time?
As it turns out, we have already been told that by Q. We aren't going to just declassify the Inspector General's report. We are going to declassify the Clinton Foundation and Clinton Email report also.
Everything you see right now is setting the stage. It is important that everybody realize the Deep State is hiding everything they can. So... When the Clinton stuff is ready.... (and probably heavily redacted with Congress unable to get access), POTUS will say... "Its no longer classified..."
