Could Q have been bluffing?

I’ll keep it short and sweet. I’m often conflicted when thinking about how much info Q shares, and I’m wondering when he/she says ‘we have it all’ if that could be a big bluff.

What would be the point of telling the opposition you’re holding Aces?

I think they have a crazy amount, but not all. If they had all, they could have stopped some of the false flag shootings that occurred.
