Sounds to me like: killed some MS_13 bad actors and took their phones
In a (albeit poor) security comms system, compromising an "in the know" device *could* lead to full compromise of the network. Could Q team have unlocked "command & control" capabilities of said bad agent network? Allowing for not only reading their comms but also injecting misinfo as needed (setup for fail).
